Hours: Full-time, 40 hours weekly
Grant Status: Two positions funded through June 2027
Location: Duluth, MN, with regional travel across Northeastern Minnesota
Work Model: Hybrid (community-based, in-office, remote)

DESCRIPTION:
The Systems Navigator provides culturally responsive, relationship-based navigation and coordination services through New Neighbors: Pathways & Access Network, an initiative supporting immigrant and refugee community members across northern Minnesota.
This position delivers direct services that improve access to legal resources, employment pathways, public benefits, and essential community services. The Program Navigator meets participants where they are: at community sites, homes, workplaces, partner organizations, and through phone and virtual platforms, thus reducing barriers and promoting pathways toward
stability and opportunity. The ideal candidate is community-centered, organized, adaptable, and committed to advancing
YWCA Duluth’s mission to eliminate racism and empower women while promoting justice, freedom, peace, and dignity for all.

DUTIES AND RESPONSIBILITIES:

Direct Service & Navigation:
● Provide individualized navigation, advocacy, and case coordination services
● Assist participants with applications, documentation, and systems navigation (employment, public benefits, housing, legal referrals, and community services)

● Coordinate transportation support and facilitate warm referrals to partner organizations
● Support access to legal rights education, immigration services, and workforce resources as available
● Maintain accurate, confidential, and timely documentation in required data systems
Track service delivery to ensure compliance with grant and reporting requirements

Outreach & Community Engagement:

● Conduct proactive outreach in partnership with community-based organizations
● Participate in community events, legal kiosks, and partner-hosted service activities
● Deliver services using culturally responsive and multilingual approaches when applicable
● Build and maintain trusting relationships with participants through consistent follow-up

Collaboration & Organizational Support:

● Coordinate services with legal, workforce, and social service partners
● Communicate participant needs, service gaps, and emerging trends to program leadership. Participate in team meetings, supervision, and professional development
● Uphold YWCA Duluth policies, union contract provisions, and confidentiality standards
● Other duties as assigned

MINIMUM QUALIFICATIONS:

● Experience providing direct services, case management, navigation, or community-based support
● Strong interpersonal and cross-cultural communication skills
● Ability to work effectively with individuals from diverse backgrounds ● Basic computer proficiency, including Google Workspace, and ability to document services accurately
● Valid driver’s license and ability to travel regionally
● Ability to pass a background check
● Demonstrated commitment to YWCA Duluth’s mission and principles, including racial and gender justice

PREFERRED QUALIFICATIONS:

● Lived experience as an immigrant or refugee, or a deep community connection
● Multilingual ability (languages reflective of communities served strongly encouraged)
● Experience working within legal, workforce development, or public benefits systems

● Knowledge of northern Minnesota communities and service networks

PHYSICAL REQUIREMENTS:

● Ability to hear the conversational voice with or without a hearing aid
● Ability to speak and be understood under typical business circumstances
● Ability to travel locally and regionally
